[bug] V4 - Upload progress stalled.

What happened?

I have been trying to run workflos today and they keep failing with "Error: Upload progress stalled." My workflows have been working fine for months never seen this before. Theyre running via a self hosted runner. I hhave tried setting ACTIONS_ARTIFACT_UPLOAD_CONCURRENCY: 5 but it makes no difference

### What did you expect to happen?

The uplaod to complete successfully

### How can we reproduce it?

The uplaod aprt of my workflow is just
