Islands start with 0 programs

Only Island 0 gets initialized with any programs in it.
I'm assuming this is a bug. If so I will fix.

Or is this by design for some reason?

If we initialize all the islands with the same initial program they end up following very similar trajectories so I believe we lazily initialize them after a min number of iterations.
