New eslint-plugin-storybook rule to restrict CSF2 usages and encourage CSF3

Is your feature request related to a problem? Please describe.

We're using the latest storybook version - and even though my team mainly works with CSF3, sometimes people still add CSF2 stories, especially AI tools like claude-code. Of course, we could configure this, but it would be nice if we could enforce this standard as a gatekeeper.

Describe the solution you'd like

A new lint rule to restrict CSF2 syntax and encourage CSF3 syntax - for example:

✅ 
type Story = StoryObj<typeof Component>;
export const Default: Story = {

}

Maybe also "no-redundant-render-function", given that with CSF3 the render function is not required anymore:
