In this PR we update the Roslyn, Build and Binlog dependencies.
A couple of comments
Due to the first class support for Spans mentioned here Roslyn no longer extracts implicit conversion methods. The implicit conversions are described by the rules mentioned here.
There is change in the call resolution for string.Format (which revealed a bug in the ImplicitToStringExpr implementation). This was fixed.
